Put your release text in Settings. Each change becomes a new version, and every signed copy keeps the version it was signed against.
The diver signs from home
The link goes out by email the moment they book, unless a release they signed is still current. The diver reads the release, answers the medical questions and types their name.
The desk sees who hasn’t signed
Unsigned releases are listed on the staff home screen by boat, with the diver’s name when there’s only one, and one tap sends every waiver not yet sent for a departure.

Questions shops ask

What if a diver turns up without signing?: Send the link again from their row, or record a release they signed on paper, once you’ve checked that none of their medical answers needs a physician.
How do minors sign?: A release signed under 18 asks a parent or guardian to sign too, and boarding waits for both. A diver counts as under 18 when the date of birth on their record says so or, with no date on file, when whoever booked them ticked “Under 18”.
What about waivers divers already signed with my old system?: If your old system’s export marks a diver’s waiver as accepted, the importer brings it across, dated and marked imported, and trusts the medical clearance your old system recorded. The diver isn’t asked to sign again while it’s current.
